Cesena at Cities for Talent 2026: what we learned in Brno

The Municipality of Cesena joined cities and regions from across Europe at the annual meeting of the International Talent Network, hosted by the Brno Expat Centre

[ENG]

From 22 to 24 September, the Municipality of Cesena and the Cesena4Talents project took part in Cities for Talent 2026 in Brno, Czech Republic. Hosted by the Brno Expat Centre, it was the fourth edition of the annual meeting of the International Talent Network, after Barcelona (2023), Utrecht (2024) and Bologna (2025).

The meeting brings together city and regional representatives working on talent attraction and retention, to share practices, data and strategies that make services for internationals more effective. For Cesena, it was a chance to learn from other territories and to share what we are building locally.

Three days, five themes

The programme opened with a keynote on Measuring Success by Dan Topinka, senior researcher at Sociofactor, followed by a plenary workshop on the same topic. Participants then split into parallel workshops on four themes chosen by the network: Building Connected Communities, Career Support for Internationals, Communication & Public Support, and Inclusive Employment. Between sessions, city walks led by Brno expats offered a first-hand view of how the city welcomes its international residents. The meeting closed with ITN Forward, a session to set the network’s agenda for the year ahead.

What we bring home

  1. Impact is designed from the start. Measuring the results of talent attraction and retention programmes helps improve them and makes the case for funding. Indicators should be defined at the design stage, alongside objectives, not added later.
  2. Community is what makes people stay. Feeling part of a network of relationships is one of the main reasons international talent choose to remain. The discussion confirmed the value of peer ambassador networks: in Cesena, we call them Buddies.
  3. Speak to the whole city, not only to newcomers. Telling the story of international talent’s value in a way that includes the local community strengthens cohesion and shows that the benefits are shared.
  4. Supporting employers means supporting families. Helping companies with the legal side of hiring is not enough: the integration of partners and children is decisive. When a partner cannot find work or does not feel welcome, the whole family often leaves.

What happens next

These insights will feed into the next steps of Cesena4Talents, from the development of the Buddies community to the services offered to companies and talents. Cesena will continue to take part in the International Talent Network, alongside the other Emilia-Romagna municipalities working on talent attraction and retention.

Cities for Talent 2026: cosa abbiamo imparato a Brno

Tre giorni, cinque temi

Cosa riportiamo a casa

  1. L’impatto si progetta all’inizio.
